Deliverable 7.34: Luxembourgish guidelines on practical implementation of WLC measurement and disclosure

This report examines Luxembourg’s readiness to implement whole life carbon (WLC) requirements under the revised Energy Performance of Buildings Directive (EPBD), using data from over 50 buildings to establish national benchmarks and recommend a phased roadmap, assessment methodology, and supporting measures for future carbon limits.
