Deliverable 7.28: Sub-report on Luxembourg National Method of WLC in Buildings

This report, led by the Luxembourg Institute of Science and Technology (LIST), assesses the current landscape for Whole Life Carbon (WLC) assessment in Luxembourg and outlines the foundations for developing a national methodology under the INDICATE LIFE project. Currently, Luxembourg relies on various voluntary certification schemes, which differ in scope, indicators, and reference areas, limiting comparability and national data aggregation.

With the recast Energy Performance of Buildings Directive (EPBD) introducing mandatory WLC disclosure from 2028 for large new buildings and from 2030 for all new buildings, alignment with European standards such as EN 15978 and the Level(s) framework will be required. The report proposes a harmonised methodology and highlights key gaps, including the lack of a national embodied carbon database and harmonised environmental product declarations (EPDs).
