Luxembourg launches INDICATE LIFE with 25-project case study plan

The INDICATE LIFE project officially launched in Luxembourg with a national event that brought together approximately 80 participants from across the built environment. Organised in collaboration with the Order of Architects and Consulting Engineers (OAI) and the Ministère de l’Économie Luxembourg (MECO), with support from the National Climate and Energy Fund, the session demonstrated strong interest in contributing to national whole life carbon (WLC) data collection efforts. 

Ambitious plan for case studies announced 

The launch event outlined concrete next steps for Luxembourg's involvement in INDICATE LIFE. A central component of the national strategy includes selecting and analysing 25 real construction project case studies during the first data collection phase. These projects will provide practical insights into Luxembourg's current carbon performance and help identify opportunities for improvement. 

National partners Energie et Environnement S.A. (E&E) and MECO presented Luxembourg's roadmap for the project, introducing INDICATE LIFE's objectives and explaining how the initiative aligns with the country's broader climate commitments. The presentations emphasised the critical connection between policy frameworks, data infrastructure, and construction practice—all essential elements for achieving national climate goals. 

Luxembourg’s plan for INDICATE LIFE 

The national INDICATE LIFE project aims to build a harmonised database of WLC assessments of buildings in Luxembourg. The project hopes to identify emission hotspots and effectively guide policy towards decarbonisation across the value chain. The project is a key component in developing the national roadmap which aims to accelerate the national data collection effort. The project will provide the infrastructure to collect case studies, develop a national WLC methodology, perform harmonised WLC calculations, analyse results and deliver valuable insights for policy action.  

The Luxembourg national team includes Conseil pour le Développement Economique de la Construction (CDEC), Luxembourg Institute of Science and Technology (LIST), E&E and MECO.
